RSRQ – Reference Signal Received Quality
(RSRQ) is the ratio of the carrier power to the interference power: essentially this is a signal-noise ratio measured using a standard signal. A connection with a high RSRQ should be good, even if the RSRP is low: the modem/device is able to extract the information in the weak signal because of minimal noise.
If for example a device/modem is to select between two different cell towers (CELL 1, and CELL 2), both cells with same RSRP but CELL 2 with better RSRQ, the device/modem will select CELL 2.
